Jeep TJ mirror relocation bracket sliding?

i have a 98 jeep tj and i bought new mirror relocation brackets for my chrome mirrors. the problem is that when i go to tighten the mirror arms to the brackets the teeth on the bottom of the mirror arm have nothing to grab on the relocation brackets like they do on the actual base of the mirror that go on the door hinge so the mirrors just slide around and around and wont stay in place for me to drive. ive tried tightening the bolt down as hard as i can but now im starting to strip the bolt and i would appreciate any help on trying to get the mirrors to stay in place,
