jeep third brake light?

I have a 2006 grand Cherokee. Third brake light is out it calls for a replacement bulb. It looks sealed to me. Does anybody know how to get it open?
 
owners manual may have the directions.
or take a close look at the plastic cover, it may have a crease where you could stick a penny in the crack and lift the cover.
Or, look at the base of the fixture. it may have a pop up, where you turn the round section 1/4 turn and the bulb will drop out.
