Jeep Grand Cherokee Gauges question?

I have a 1995 Jeep Grand Cherokee and all the gauges work but the water temp. I did not think it was a big deal but I noticed that the light does not work for that one either.. Here is my question being both the light and the gauge dont work do you think it is just the gauge cluster? It is cheap to get a used on so if that is my problem I will order one right away. I just wanted you input on this thanks so much for you time...
