jealousy is culture specific?

There has been debate that jealousy is culture specifc while other camps in psychology believe that it occurs in all cultures and across all life spans. The more society and culture matter in the formation of these factors, the more jealousy can have a social and cultural origin. what do you believe and why?
 
Jealousy is an immature reaction to others created by your own lack of self confidence. In other words, anyone at any time, from any culture or background, can be a jealous person.

I personally believe jealousy makes anyone a petty immature fool. It is not something I ever do. Complete waste of energy.
