Japanese Language/Culture Question: What Is æ¼”æ*Œ?

OK, I know that Enka is a type of Japanese music...and that Utada Hikaru's Mother is one of the best known Enka singers in Japan. But, aside from the fact that the Japanese anime Ah! Megamisama makes fun of it (Urd falls asleep when she hears it), I know absolutely nothing about it. Can you enlighten me about the meaning of Enka?
I would like to get a response from a Native Japanese person, not from somebody using a canned translator program or cut & paste from Wikipedia. No offense, but I have done a lot of research on this. What I DO want is someone who knows how Enka fits in contemporary Japanese culture.
