Jail: why do they put a rag over your neck when you are going to take a mug shot?

I see this in the crime shows that when they get arrested they put a rag or a piece of cloth over their neck why is that? thanks

I've not seen this show but I wonder if for some reason they're covering up the card the person holds in front of them that gives their name and other info about the arrest. Other than that I don't have any idea as I've never seen any mug shots on TV or in mags that have used rags around the neck.

You must watch different crime shows than I do. I have never seen this. I can't think of any reason for such a practice.
