I've never driven a car, is this strange?

Hi, I'm 26 years old and I've never driven a car. Technically I drove once.. around a car park and I parked the car a couple times but I was paranoid the entire time and decided that driving wasn't for me. I am American but I live in England. In America pretty much everyone gets their license at 16, but no one had even taken the time to teach me how to drive so I never bothered. At age 20 I moved over here to England where never learning to drive is not unheard of, in fact I have many friends here of all ages who have never learned to drive and rely on public transport. I'm getting to the point now where I would really love the freedom to just venture off on my own.. in my own car ....but I'm paranoid. I think my never learning to drive as a teenager has now developed into a driving phobia. My husband frequently offers to teach me how to drive but I refuse time and time again. If I decide to NEVER drive in my life is that considered strange? Am I alone here or are there others out there like me? I don't think my driving phobia stops at just cars, I've developed a thing where I don't want to be in control of any type of machinery ie boats, quad bikes, motorcycles. How can I get over this fear?!?
