i've just recently got a fish tank what is the difference between a filter and a pump?

what one do i need? the water in my tank has started to go cloudy too i dont have any fish in there yet as i want it to be all properly set out first. please can anyone help?
 
There are SEVERAL types of filters, the most common being a hang on back filter(HOB), which sucks water trough mechanical, chemical and biological filter media then back into your tank. A "pump" can simply be an air pump or a water pump. You CAN have a filter running off an air pump but they are no where near as strong as propeller pumps. The most common use of an air pump though, is to power an air stone which adds oxygen to the water. A Water pump is used to push water from an under tank sump/filter back up to the aquarium.

A filter "filters" water, and a pump "pumps" (either air or water; you didn't specify)
 
A filter is usally put on the top of the tank.
The filter cleans up the water by sucking it up by a tube submerged in water. You'll need this if your going to have a aquarium.

A Pump is somthing that pumps oxygen bubbles into your tank to insure your fish alot of oxygen,
You might need this in the summer when there's not alot of oxygen in the water.
