ive got a hole in the back garden ...?

I have a hole in the backgarden from under the fence
I have blocked it off
And then another hole has appeared further along,
could this be a fox?
it doesnt seem to smell of anything but the dogs go there and sniff a lot,
I would like to know what type of animal is doing this?
And a way of maybe preventing it?
