GameFAQs forum says they're pigeons you have to kill this time around. 200 of them.

Wrong. They're pigeons that have the red glow around them (same glow that guns dropped on the ground have).

I found one at the top of a high dive platform.

yeah i found one on a roof top, it had a weird red glow and was just sitting there. so i shot it from point blank range and it exploded in a puff of feathers. then it said something like "now only 199 flying rats in liberty city". so i assume that it is like the hidden packages, only more fun since you get to shoot dirty pigeons.

If you want to get technical they are named "flying rats." Found one today.
