It's most likely that 4-day Tests are a BCCI idea?

BCCI is biased in favor of T20 cricket because of how lucrative it is (esp. the IPL). They don't just want to maintain the status quo, they want to proliferate T20 cricket.
The IPL will expand to 10 teams by 2011, 12 teams by 2012 and maybe 16 teams by 2013.
A second, shortened version of the IPL will be played in England or South Africa ANNUALLY.
The CL T20 will be played this year but expanded even more in coming years.
Furthermore, to maintain a perception of integrity and consistency, the BCCI is encouraging other cricket boards' plans to develop their own T20 leagues. The BCCI wouldn't have done something like this two years ago!
All this is about pushing the primacy of T20 cricket which ultimately will benefit the foremost T20 league, the IPL!
Domestic cricket in India is the first victim. Look at how it is neglected. Now the BCCI has scrapped the Deodhar Trophy too!
But the international cricket calendar is also an impediment to the BCCI's plans. It doesn't leave enough time for sufficient amount of T20
cricket.
So won't it suit the BCCI if Test cricket was shortened to 4-dayers? Plus a two-tier world Test league means teams would likely play fewer Tests per year.
In addition to that, consider that the World T20 is now an annual event.
Everything the ICC is doing or proposing seems to suit the best interests of the BCCI. Isn't it likely that the BCCI is pressuring the ICC into all these proposals and decisions? If not, the BCCI would have been the first ones to express outrage at anyone tampering with Test cricket! Go do the math!
 
May be BCCI is to blame for even the Q u ask.

BTW, BCCI most reluctantly agreed to the T20 WC. Most seniors refused to play too.
