Itouch wont turn on past apple screen?

i tried to erase all data by going into settings>general> and wiping my ipod touch 16g, my battery died when it was about 75 percent done and now when i plugged it in it wont load past the black page with the white apple, could anyone tell me what to do? thanks
 
put your itouch in DFU mode. there are plenty of youtube video about it. then reinstall the latest firmware. if that doesnt work take it to an apple store if its under warranty
