It would be risky to buy this oldie bike...?

It's an oldie Cinelli (1974 or so..) steel frame, tourister model, and by the pics it seems to be in nice condition... However, the chain looks really loose, and the owner says that the original tires (26) are completely dry and broken, and a some pieces are a little rusty....
It seems to me that the bike was 'abandoned' for over 20 years and now they were told that they own a collector's piece, but I'm uncertain about the riding capacities of the bike, and the investment needed to bring it back to life!

How much? You are going to need to put a few more dollars into it. Tires, tubes, new chain, oil to lube parts up (maybe more). Some rust off. Make sure it isn't rust too bad for the frame to be good still. I would shy away from it in that, unless you plan on just collecting.
