Issues with flats on a road bike?

i have a older road bike that i use to commute to and from work, the store and other places. but i have issues of getting flats. what can i do to change this? i dont have a bunch of money, (im doing the biking thing to save some money and to stay fit)

the wheels are 700c. is there anything i can do?
 
You can obtain from halfords or similar store a spray can which u inflate yr Tyres with the in halt automatically fixes the hole when punctured also check the inside of the rim to see that there is a protective cloth between the spokes and the inner tube
