Issue with non-paying parent in preschool. Help!?

In our Parent Handbook that everyone must sign at the beginning of the school year it states the following: "If you need to withdraw your child, the center will require a 30 day written notice. You will be responsible for your regular tuition amount at this time". This parent went out of town and was not back at the time indicated. It has been over a month and we have not recieved a payment. I finally managed to get ahold of her today and her reaction was explosive. I informed her of the policy and that she recieved the handbook at the begining of the school year. She stated that she never recieved it and did not know that the center had one. In her childrens' file, I have signed documents stating her receipt of the book and that she had read and undertood the material. It also states that she agrees to pay any additional fees when asked. She was still wanting to inroll her children in summer and I informed her that the only way to guarantee a spot was to pay for March, April and May. Obviously that did not go over well. I did what was in our policies and what was recommended to me by our governing body. She now states that she will not pay the fee no matter what because she still claims she never received the policies, even though I have proof that she signed the agreement. I need some help here. What can I do to remedy this situation? It is over $1000 and our center needs that money to pay all my staff.
