Ideally, we'd have powers in each region keep their pests in check. We heavily sponsered Iran and the Shah (sp?) during the 70s in an effort to have Iran be both an anticommunist state in the region (important during the cold war) and we tried to make them the power in the region responsible for maintaining regional security. Of course, the ayatollah felt their government was straying from it's religion by aligning itself with the americans, hence the revolution, and their strongly supported antiwestern views. That plan backfired, based on the differences of religion and culture.
In today's times, we're looking towards China as a massive trade partner to exert itself into the world scene by denouncing the behaviours of NK, as they should, however, they're failing to do any direct action as they've been allies in the past (how many chinese did we kill during the korean war after all ). China of course fears the militarization of Japan, because that'd be a counter to their development as a regional power...by all means, Japan needs to build it's armed forces and become an influence in the region...more so than China...regardless of their trade influence.
