Israel has managed to find ways to safely move people out of many areas in harms way.

the Roads which where bombed where roads which are used as supply lines from Syria and Iran
 
They're doing something. It's better than just sitting there being a victim. Nobody knows for a fact what's going to happen. That's the nature of warfare.
