They kicked out the UN inspectors and there was little action beyond sanctions and strongly worded letters.
Kosovo...I haven't come to my own conlusions in regards to that situation.
Could they do more? Certainly. However, when action requires votes from countries with various interests and there's never full support given, no action takes place, then nothing is accomplished. Even their peace keeping forces completely and utterly fail at maintaining peace, even with their astronomical budgets. It's really sad when private companies (now outlawed iirc) were doing a far better job at something of 1/20th of the cost.
