Isn't the law of conservation mass contradicted by anti-matter and matter annihilation?

As I understand it, the law of conservation mass states that in all processes, mass is conserved.
But, in an antimatter/matter annihilation, everything would be converted to photons, which does not have mass (so the mass is converted to energy), and there would be a net loss of mass.
