Is your credit score supposed to reflect your level of financial responsibility?

if so, then why would paying your credit card bills off in full every month potentially hurt your credit score
i was told by a finiacial analyst that making all minimum payments on time raises your credit score much faster than paying in full every month.
i don't pay them, they just said it and i heard
