You can get a fine education at either one, although York [both the one that is part of CUNY and the one in Pennsylvania] is more selective in admissions.
My recommendation? Apply to both. The number one complaint I have heard from students over the years is that they did not have enough "back up" schools when they had to decide where to attend after the acceptance letters arrived.
Here's an idea: use on of the online college matchmaker services, answer candidly, and see what comes up. Most of these services are free and they really help you clarify many of your goals and find schools that are excellent for you, but that you just didn't think of.
