Is warren buffet only really rich on paper?

I was reading about Warren Buffets wealth and noticed that he said since all his wealth centers around the stock of berkshire hathway(which pays no dividends), he actually really doesnt have alot of cash to spend except for his 100,000 salary...so does that mean he really isnt rich like he seems...like he cant go spend 40 billions dollars tommorow on stuff
