Is twilight a fiction or fantasy book?

Both. Fiction is the broader term but to be more specific, Twilight is fantasy.

Non Fiction are real events, people, surroundings.
Fiction are made up events, people and surroundings.

Fantasy is actually a type of fiction,
If i were writing the report i would say it is Fantasy, because that is more specific than fiction,
by fiction you could mean historical fiction, realistic fiction, fantasy, science fiction, fiction is more of a general term
your teacher probably wants the most specific you can get.

so definitely go with fantasy.
