Is this odd to be in a subwoofer box?

Okay so i bought a box from this kid it had two subs, shitty clarions, i just bought the setup for the box, so today i pulled the subs out and theres like wool stuffed in the box, like literally a blanket of cotton just shoved behind the sub in the box???? i was like what the fuck...should i take it out...right?
