Is this legal? (basketball question)?

Let's say we have a 1v1 between player A and player B

player A dribbles and stops.
player B goes up and guards him.
player A lightly threw the ball at player B's chest and it bounces off his chest and back into player A's hands.
player A then dribbles again.

I feel that this is illegal, but i don't know how to call it. Can someone give me an explanation?
 
It's called a legal play and the play would go on since the other player touched the ball first. It's not illegal and there's no call to make on it.
