Is this Kawasaki 2004 Ninja 250r worth buying?

It says that it is in good condition, except for some scratches. It has new oil and gas lines. Also, it includes 2 helmets and reflective gear. The seller wants $ 1,100, but other costs of the motorcycle would be the "marbete" that would be between $200 - $250 which it does not include. I'm currently living in Puerto Rico. Is it worth the money, or should i offer him less?

PS. how much would maintenance be?
