Is this good for my cars MPG?

I have a 2000 Mazda 626 with 31,000 miles and I get about 17.5 MPG.
A spec sheet I found online said that the MPG is 22 city.

Now I know that 22 for city is under certain conditions and most likely being driven by computers or something.

Where I drive it takes about 3 minutes on average to go 1 mile because of the MANY traffic lights that I go through. On my way to school I usually pass by 10 traffic lights and I usually make about half of them. I have a 17 gallon tank but when I fill up my tank I only fill up about 13.85 gallons. So I can go 13.85 + 17.5 = 242.375 miles. I think that is normal for my car and my filter and tires are clean and are not flat. Sometimes I do get less than 17.5 miles but that would be because how I drive...
