is this car accident my fault?

so i was making a left hand turn out of a Safeway parking lot, i was completely clear on the left and on the right, the road is a 6 lane road, divided by a median strip. i was pulling out going about 5 miles an hour when this woman came out of a parking lot on the opposite side of the road. she was making a right, meaning that in the end, we should both be traveling in the same direction. she cut all the way over and hit my front right corner with her back left wheel well. now again, this road is a 6 lane road, 3 going one way and 3 going the other. she claims she was in the center lane and thats what she told the cops. i was not even close to being all the way into the far left lane. but when the collision happened, she was completely in the left lane when she hit and i had to swerve out of the way of the median because i was forced in that direction. she was goin about 30 mph, she has a good amount of paint damage that needs to be replaced, and i have a small dent and scratch on the bumper and body. there is no way possible that she was in the center lane, i had 3 people in the car as witnesses, but im not sure if they would qualify since i know them all, she said she couldnt see because of the sunglare as well
i was ticketed $970 for coming out of a private road and colliding
 
that's a tricky one, but unfortunately i think the insurance company will view that as your fault. she was turning right, which means that she had the right of way. also, the front of your car hit the rear of hers, which means that you should have seen her and slowed down. remember, insurance companies really can't go on anybody's tesitmony, the have to determine what happened by looking at the damage, and it's going to look like you hit her, and not the other way around.
