Is this a trick question or is it really THAT simple?

Not quite.
The ratio of the perimeters is the same as the scale factor.

The ratio of the areas, however, is the square of the scale factor: (3/1)^2 = 9/1 = 9:1

example 2x3 rectangle and a 6x9 rectangle

Perimeter of 2x3 is 10 but area is 6

Perimeter of 6x9 is 30 but area is 54

Perimeter is 3:1 but area is 9:1

its the scale factor squared.

The scale factor of 2 similar polygons is 3:1. What is the ratio of their areas and perimeters?

The answer for both is 3:1, right? Is this common sense or am I missing something? Thanks for your help :-)
