Yes, there ARE stairs in the Chrysler Building, but, at 77 stories tall (the 3rd tallest building in NY) you probably don't want to climb them.
Interestingly enough, there is a stair climbing race up to the 86th floor of the Empire State Building every year! See the link below for an article about it...
