is there some law against laying people off and no tgiving them severance package?

since it was in the middle of the month they cut my vacation pay in half too.

Is there a law against that?
 
Depends on the situation, the job, the location, the time the person had worked there, etc.

Most places, with a layoff (a temporary shortage of work, although they often become permanent), there is no obligation to provide any severance beyond a minimum notice period.
