Is there partial refund if USPS Priority Mail delivers later than 3 business days...

...(not including holidays)? Has any of you requested for a partial refund? I mailed my package June 30th and paid for USPS Priority Mail, and I don't expect any less service. Does USPS usually give partial refunds if it take longer to deliver than the usual 3 business days. Today makes it 4th business day (not including July 4th holiday) and it still hasn't been delivered.

I called 1-800-ASK-USPS discussed the case. I was told someone would call you within 24 hours about it. My local Post Office called. I asked him if he located the package, and he was trying to make excuses that it was " only" on June 30 and we were closed on July 4th for the holiday and he made it sound like I should accept the lower service. I paid for Priority for 3 business days. Just wondering if I should report his attitude, but what is USPS going to do about it also?
