Is there only a certain percentage a lawyer can take out for a garnishment in IL?

Long story short, my husband has a debt in which the lawyer is wanting $150 per month. That was fine and dandy until my husband lost his job a couple of months ago b/c the company he worked for went under.

He took the first job he could find, which is only part time. He is only making $8/hour and only getting TEN hours per week (so only gross pay of $80 per week). With taxes taken out he is only making around $250 PER MONTH.

We aren't able to pay the $150 per month b/c we would only have $100 left and wouldn't be able to pay utilities. I am on short term disability from my MS so I am not making much either and every cent I make goes to rent.

My husband tried to explain to the lawyer that we just can't not afford to pay $150/ month but could try to pay as much as we could. He said if $150 was not paid, his wages would get garnished.

I thought at one point I heard they can only garnish 15% of your wages. If this is the case, that would only amount to them taking around 50 bucks from him.

Is the 15% true or will they still take 150 bucks from him even though that is most of the money he makes? I am thinking if it is only 15%, we would be better off just letting them garnish his wages.
