I think he is. I think he's an incredible musical chameleon, released possibly 6 classic albums, huge influence on not only art rock, but multiple whole genres.
He's also smexy live.
BQ: Do you enjoy Pre-Rubber Soul Beatles or just nah?

I wouldn't call Jimi Hendrix primarily a solo artist, as Are You Experienced?, Axis, and EL are with THE EXPERIENCE. Elton might be a good pick, he and Bowie are easily comparable. Eric Clapton got a little on the lame side for my taste...
Ozzy is more metal. And his discography is overall not very impressive to me...

As huge on Ye i am, i would not put him above Bowie. I'd probably call him the Bowie of hip hop though (as even Smoochy once put). My Beautiful Dark Twisted Fantasy is worthy of Modern Classic status though.
