Is there going to be a 2010 Ford Focus?

Yes. It won't start production until August or September, so that is why it isn't on the Ford website. It will be essentially unchanged from the 2009 Focus, but will be a short model year. The 2011 Focus will be shared by Ford all over the world (instead of the 2 different Focuses now) and will enter production in January 2010.

The model year change-over usually occurs for most automakers around fall of each year. You should see the 2010 Ford Focus info later this year.
 
It is hard for Ford to say much for sure right now. If you write a letter expressing an interest (especially in buying) this particular car I bet you get a nice response, though maybe not immediately as they are cutting staff a lot and are quite busy. Ford is doing pretty good at the moment, so there is a chance of good things happening.
