Is there enough room 4 my fish?

I have a beta fish. It is 1 inch and 1 inch of fish per gallon(according to pet smart). I put a plant in and takes up most of the tank. It can probobly swim through the plant but i want to know if the plant affects the 1 inch a gallon rule. Does it?
 
the one in per gallon is not a rule it is a loose guide line....and bettas should have at least 2.5 gallons...so no it is not near enough room...and bettas are bigger then one in.......also bettas need a real filter and a heater......you should think about getting a larger tank like 5 gallons or 10 gallons and keep then betta and a molly or a few tetras....

i keep bettas in my community tanks....a 10 and a 55 gallon
