is there anywhere i can get car insurance that cover both provisual and full licence?

i have a 1999 matiz with a millage of 44000 and i want to get car insurance that covers both provisional and full license so i can practice my driving and when i past my test i can just begin to drive automatically. and i'm a first time driver and a student.
 
You can't. The insurance depends on the status of your licence (amongst other things). You are either insured as a provisional holder or a full holder. Initially you will be insured as a provisional licence holder and when you pass your test you need to advise your insurers who will make the necessary changes. It can't be done automatically.
