You can change your grass to a miniature version that doesn't need cutting, but it's not very hard-wearing. If you want stuff you can walk or sit on, you need to cut it once a week.
The flower beds need less maintenance is you plant flowering shrubs and prevent anything else from growing by surrounding them with bark chips. Alternatively, you can surround them with ground cover plants. You need to cut back the shrubs once a year, but that's it.
If that doesn't solve the problem, cover it all with 4 inches of concrete, lay an Astroturf lawn and keep a few plastic flowers in milk bottles.
