Owner of Cassie the puppy

We have been having trouble with a dog in our neighbourhood called Taz who is a GSD mix...Her owners let her roam the neighbourhood on her own and she isn't spayed...She has already had a litter of puppies with another dog in our neighbourhood who is a black Labrador mix...
Taz's owners kept one of the puppies and sold the rest...
They have had her since she was a puppy and she has always been a horrible dog...She barks at people, chases them and shows her teeth...
One day my mum was walking our dog and she pinned him down to the ground, another time she grabbed him by his neck..
Today we heard dogs barking..We looked outside our window and saw Taz and her puppy barking at this boy (around 16/17) who was walking, holding on to his bike...This time it wasn't Taz who was making the moves, it was her puppy...She stood back staring and barking at the boy, while puppy chased the boy, showing his teeth and trying to get to him...The boy kept on using his bike to stop him from getting to him...
The dogs followed the boy up the road growling, but they stood back from him...
This is the first time that her puppy has acted like that....Taz has bitten a couple of people (not bad enough to need stitches or anything) and has attacked a lot of dogs...
It's sad really, because she's a beautiful dog and when you look at her she looks so innocent..If she is taken away from her owners and finds a new home, I think that she could become a wonderful dog..
A LOT of people here have called the RSPCA...They have come here over 10 times and nothing has been done.....
We haven't spoken to the owners about it because they are always drunk and have been known to punch people for no reason...
We are worried because I have a little puppy who will be an easy target for the dogs, and there is a 97 year old man who lives across the road and he is outside every day gardening and if the dogs try to attack him, he won't be able to defend himself...
Is there anything else we can do??
I live in England...If I shoot the dog I would go to prison for having a gun lol..(Which I don't..)
