Is There Any Way To Add Cool Effects To Photos Like In Photo Booth, But On Windows?

If there is one thing I envy about Macs, its Photo Booth. I wish there was software like that built in for PCs.

So, does anyone know of any Windows software that can add effects, like Photo Booth does, to a photo.

Also I dont mean things like Photoshop or other hardcore photo editors, just a quick, free, easy to use program (Web based or downloadable) to add cool effects.

you can download this program called gimp....you can cut, crop, and write on images...there are tutorials on how to do other stuff with it
