Wow $400...that's steep and crazy! I can't stand Rogers either and have been with Bell Mobility for years. My whole family left Rogers because they locked us in a plan for 3 years without any authorization and blah blah blah....ok anyway, like the person above me said, you can perhaps get someone else take over the plan and just change the name. But be careful with that as they might charge for that. Maybe you get someone to pay you for the remainder of the term instead of doing a name change if they will charge ridiculously for that.
How long do you have left for the plan with them? Is it too long to ride it out or is it less than a year?
If they are giving you a hard time, might I suggest that you write a serious letter to the President. That was one serious resort we had to take in regards to our internet service. Each rep we would talk to would just hang up the phone when we tried to remedy a situation THEY caused. They were just so rude it was RIDICULOUS! So we finally contacted the President by phone and by letter and she apologized for their employees' behaviour and the technician who took it upon himself to cause trouble to our system for no reason...she reversed the situation back to its original state and even discounted some things for us.
To make a really long story short, perhaps you can discuss the problems with the president (and also make sure things are in writing as documentation and your protection) and voice your concerns about this ridiculous fee. $400 to cancel is beyond reasonable and have yet to hear of that.
The ones higher up are the ones to deal with...NOT their so-called customer service. They seem to be trained to not listen because when they answer they make no sense and never seem to answer the questions lol.
Hope it all works out for you amiga.
