Is there another way to claim secondary depedency other than financial?

My husband is active duty AF and my mother is disabled and is needing help. She is barely making ends meet and we can not afford to give her 50% of her support now but could if she were living with us. She is getting to the point where she will not be able to live on her own and will need extra care. I can provide that care for her, but we live so far away from home makes it hard. Is there any way that she can be able to live with us on base?
 
the tax thing is not true, i did this when my mother got sick and had to come live with me. I had to get a doc statement declaring she should not be living alone, her condition requires someone to be with her. bring that and her financial records ( bank statement, bills, any investments) take all that to your personal department. they will help you claim her. She will not get Military health care ( i don't believe case by case) you and your husband needs to go to the personnel office and talk to them. they will have way better answers than anyone on here. I did this but it was hard.

to answer your question yes you can get dependency for medical reasons
 
until you can declare her on your taxes as a dependent, the military will not consider her eligible to be a secondary dependent.
