Is there a word or term that describes a person or group of people who indirectly

It is Gossip or Gossips (it is plural if there is more than one person).

Innuendo is the indirect reference to something else. For example, talking about a mans huge sausage (when he is eating a hot-dog) can be construed as a Sexual Innuendo.

To blatantly talk about someone (regardless of whether it is in a positive light or a derogatory light) is considered Gossipping, and act carried out by a Gossip or a group of Gossips. There are other terms for people like this, however some require the watershed.

The intention is often to insult or accuse someone in such a way that one's words, taken literally, are innocent. Innuendo can make use of, but is by no means restricted to, double entendre", we are given a whole lot of possible terms:

to which we could add the more colloquial "snide remarks",
