Is there a way to take text off of photos like a .JPEG file Without Photoshop?

i really want to take the text off of this one photo, it isnt my picture, and its not on my computer other than the .JPEG file I saved, I have tried "Paint"(windows program) to take the text off, and it leaves a white square or something on the picture and I don't have photo shop so yeah..
