is there a way to put a video screen/ application that will take html on the desktop?

You could try Real Player. Open RealPlayer, click open, insert the url for the website, click on the video. It should play within real player. Some broadcasters like the bbc offer the option of viewing their live feed in a pop out. If this option is available, click it.
 
our main broadcaster gives out live feed to the tour the france with html. I would love to put that on my dekstop. Is that possible? if so, HOW?

any ideas welcome!!
