Is there a way to make a "Restricted" number visible?

Someone called me and blocked their number, so I have no idea who it was. How could I reverse that?
 
My friend had this problem a few days ago except the person who called left a nasty message about her boyfriend so obviously she wanted to find out who it was. She called customer service multiple times and they said they couldn't do anything to help her. I'm not sure if maybe it has to be a bad enough call for the police to get involved for them to be able to help you?
