Is there a way to limit the frequency of outgoing calls on a land line phone?

I am in need of a telephone system, device, or service that would allow me to electronically limit the number/frequency of outgoing calls on a standard land line phone system. I have relatives with cerebral palsy and Alzheimer's that unfortunately abuse their phones by calling family members up to 50-60 times a day. If there isn't a land line option, I may consider using a VoIP system if such a feature is available.
