Is there a way to get Bluetooth to work on a phone without service?

I have a phone, It's a U.S. Cellular Kyocera. I think the only way to get pictures from the phone to the computer is by Bluetooth, and I was able to connect my Mac to my phone. But I'm not able to send pictures, because I don't have service on this phone. Is there any way to hack it to get the Bluetooth to work?
