Is there a way to adjust the focus of a picture?

I'm not quite sure if I phrased that correctly....what I'm trying to do is blur the backround of a photo in order to emphasize its subject. Like this: http://trishvandenberg.deviantart.com/art/Annabella-81733332

Is there a way that I can do that with a photo editing software? I don't have photoshop and can't afford to buy it, but I do have IfranView and Microsoft Digital Image Standard Editor 2006. I'm also willing to try any other free photo editing software.
 
Forget the software editing. You can do this with your camera. Use a small f-stop under 2. This will blur the background and make the foreground crispy.
 
i do that with my camera when i shoot the image. i do very little in the way of editing or tweeking my photography... less is more.
 
if you have a macro feature on your camera, use this. the macro function is used for close-up photography. if youre not sure if your camera has this feature, look at the camera settings and see if you see a 'flower' as one of the settings. that would be your macro feature.

get your subject in focus and be sure to lock the focuz before snapping the pic. im not sure what kind of camera you have, but for most, you hold down the presser button half way to lock the focus. once the focus is locked on your xubject, press the button all the way down to actually take the pic.

if you have the macro feature, play around with it. itll open up a whole new world of photography for you! :o)
