The 3.1 was a bad design to begin with, you'd be wasting money trying to boost the power. There are a lot more options with the 3.8 engine, so you'd be well-advised to get a Grand Prix or Bonneville as a starting point.

Sell it while it still runs.
 
Sell it and buy a car that has a lot of power to being with. It'll be cheaper in the long run, and your motor won't last nearly as long with a turbocharger on it.
